Project description:

The 2019 UNESCO report “Behind the numbers: stopping violence and bullying in schools” reveals that in Moldova, the overall share of bullied children is 34.7% (34.0% among boys and 35.4% among girls), which is higher than in Romania. More recently, the 2019 UNICEF study “Bullying among adolescents in the Republic of Moldova” shows that 86.8% of all students (grades 6-12) are affected by bullying, and 34.3% of the participants studied were both victims, bystanders and aggressors in various situations. Aggressors represent 41.1% of all teenagers, victims of bullying represent 70.8% of all students (grades 6-12), and bystanders represent 75.6% of all students surveyed. According to psychologists, children, regardless of their role (bullies, victims or bystanders) are in fact all victims and need help and protection. The phenomenon will not stop by itself unless appropriate actions are implemented.

To address this problem, starting in 2021, the Alliance of NGOs active in the field of Child and Family Social Protection (APSCF), is implementing with the financial support of the Liechtenstein Development Services Foundation (LED) the project “Together for Quality Education”. The project aims to contribute to creating a safer and protective school environment for students, free from bullying and cyberbullying. To achieve the goal, the project’s strategy is to intervene on two dimensions: 1. Evidence-based advocacy for the improvement of the anti-bullying policy framework and mechanisms for intervention and prevention of bullying in schools and 2. Evidence-based information and awareness-raising campaign to combat bullying and cyberbullying.

The project activities include training of CSO partners in the project, conducting sociological studies and academic research, carrying out an information and awareness raising campaign, developing and promoting two public policies, developing a bullying prevention guide, evidence-based advocacy activities and allocating grants to CSOs for the implementation of bullying and cyberbullying prevention and intervention activities in schools in the Republic of Moldova.

Objectives:

  • Overall goal: To create a safer and more protective school environment for students, free from bullying and cyberbullying.

  • Intermediate objective: school authorities and community are involved in preventing and combating bullying and cyberbullying CSOs in Moldova initiate and implement effective advocacy activities against bullying and cyberbullying;

  • Immediate objective: CSOs in Moldova initiate and implement effective advocacy activities against bullying and cyberbullying.

Expected results:

  • Outcome 1: Evidence-based advocacy for improving the anti-bullying policy framework and mechanisms for intervention and prevention of bullying in schools.
  • Outcome 2: Evidence-based information and awareness-raising campaign to combat bullying and cyberbullying.
